Messager is grayed out and not working on iPad

The message app working on my iPhone but not on my iPad.  It just stopped the other day.

It is grayed out in the setting area along with my Apple Id.   software is up to date and I changed my password to try to force it to work and turned off the iPad several times.

if I try to send a message I get an error that it is unable to send.

any help would be appre.
