New iPad, fresh out the box, Messanger+ "can't generate pin"
Verizon's Messages+ app is in the process of being retired; the official final shutdown is occurring in another month or 2. Either the iPad was on the shelf for a while before you bought it, or else Verizon has not updated their carrier software to remove this app from carrier devices.
Congratulations on your new device, we know that you are eager to start using it. To confirm, you are looking to set up Message+? The Verizon Message+ Application will be discontinued in late 2024. As part of the Message+ sunset plan, the ability to set up new secondary devices is turned off. Additionally, as part of the sunset, Verizon encourages customers to migrate to Google's messaging app called "Google Messages".
