My calls are going to voicemail without ringing or showing a missed call.

Recently my calls are going strait to voicemail with no missed call notification. These are people that are in my favorites and listed as my emergency contact. Do not disturb was not on and even then it say to allow calls from favorites. My family was trying to notify me of a 911 situation and couldn't reach me.
