My wife's phone got stolen, and your site demands two-factor verification using... her phone. Again: her phone's been stolen.

My wife's phone got stolen. Your site wouldn't let her report the stolen phone, because the "stolen phone" part of the website required two-factor verification to send a message to... er, her phone. That is an incredibly unintelligent way for you to set up your website. How on earth is she supposed to do two-factor ID to report her phone stolen, when her phone was stolen? This makes no sense. Could you fix your site? I see others have reported this same problem.

So she called you on your phone number and you sent her a phone. But it's not hooked up to her old phone number. She wants to use your website to set it up, but again, your website insists she must go through a two-factor ping to her phone number, which... again, is not hooked up to her phone. Again: how on earth is she supposed to do two-factor ID pinging her phone, when her phone isn't hooked up to her phone number?

This is a failure of your website. Could you please, please fix this, since not only my wife, but other Verizon users keep reporting this problem to you?  Your system is badly designed in that regard. Please advise.
