New iPhone sealed?

When you order a new phone directly from Verizon should the iPhone packaging be sealed with plastic or will they have to open the package to install the sim.  Today our iPhone came with the plastic packaging pulled back and the box had been opened. 

I figured that a “new” phone would be completely sealed.  Just making sure a refurb wasn’t sent to us.
