I currently am paying off my samsung note 9 which I got through the buy one get one free deal. I am not liking my phone well and I want to switch to an iphone. If I purchase an unlocked iphone xr from apple would I be able to put my sim card into the phone and make the iphone function?

It's not the phones fault I just prefer the iPhone os over android. And so if I take my sim card out of my current phone and put it in the iphone xr it will work?

Yes, putting your current sim card in the new iPhone will activate it. I have done this several times. As you probably know, get the model from Apple that is unlocked for ANY carrier, NOT the model specific for Verizon. This will assure you that you won't have an activation fee.
I switched to iOS from Android four years ago and will never go back. Enjoy.
