I’ve got an iPhone 15 pro max and it says no sim restrictions. Does this mean I can switch to another provider with the device and setup a payment plan to continue paying on the device itself through Verizon?

Great question, i4got68. Are you referring to the Carrier Lock section on your phone under Settings>>General>>About? If so, that does mean that your device is unlocked. However, if the device was originally purchased through Verizon and obtained under a monthly installment plan, please be advised that cancelling the line will result in the remaining balance of your agreement being billed in full to the account. It's not possible to disconnect a line and continue paying the monthly installment plan, as it will be billed in full to the account.
