No suspension option???

I used to be able to suspend the service on one of my phones used by my teen any time I thought necessary - for example, when I knew he would attempt texting or calling while driving on a highway. Now, for some reason Verizon does not give that option but once in 12 months. Why? WHo benefited from that? I am ready to pay for this option but I was told after numerous conversations with the tech people that this is a new policy with Verizon! Who do you think can help?
