Non existing phone

I’ve had a large and unique issue with Verizon wireless for over a year and a half with absolutely no one that can fix it!

my phone cannot be upgraded (it’s an iPhone XR) nor can I  cancel services because my phone number doesnt exist with them- it says my phone is inactive, however I’m still currently using it and being billed for it! 
they can’t seem to find my phone number to which I’m currently using. Due  to this- I cannot upgrade my phone which is already on the outs. There have been hundreds of phone calls and hours and hours on the phone with a representative at a time and still nothing!!!! Why can’t anyone figure this out?? They created this issue and somehow cannot fix it!! I have multiple escalated tickets out there and promises to be given a phone call back but these are broken promises!!! How am I using a phone that is inactive?? I can’t even move forward!! I feel lost and not a single person can help me!! Where do I go from here?
