Not receiving emergency alerts on iPhone 11

Hi... I'm not receiving emergency alerts or amber alerts ever since I upgraded to iPhone 11.

1) The alerts ARE turned on in notifications

2) I've turned the alerts off, force restarted my phone, and then turned them back on. This did not work

3) I know I'm not getting alerts because my daughter with an iPhone 8 with Verizon gets the alerts

4) My location services are turned on

I called customer service a few months back when I first realized. Have tried these steps since then and still no alerts.
