I read a recent online article stating the Iphone5 Verizon is offering are unlocked and we are able to insert another SIM when travelling overseas. This will save a lot of money. Anyone can confirm?

If it's not unlocked you can contact VZW to have it unlocked. All you need to do is meet the eligibility (current customer, service on for 60 days I believe, in good standing). Hopefully someone that has tried sticking a sim card in it can answer if theirs is unlocked already or if they need to call to have it done.
It's unlocked out of the box. Even works on AT&T and T-Mobile here in US also (HSPA+ only, not LTE). Can cut down regular and micro SIMS to fit, though most carriers world-wide should be stocking the nano-SIM in due course.
Just beware, that this state of affairs is always only a software update from being changed, since the carriers, and not the people, own the ecosystem. Let's just hope Verizon remains generous and leaves well enough alone. Better yet,oepn up interoperability to whatever extent hardware permits on ALL phones. That seems only fair.
Once upon a time, eons ago now you used to be able to take your device to another carrier. There was also a time when you could upgrade devices whenever you wanted to (I did it numerous times) without having to pay "full retail"...I miss those days. Of course, this was back when ringtones were midi files and that was huge lol. And text messaging was new and exciting...and when picture messaging felt like the future had arrived lol.
