No. Your "friend" should return it to its rightful owner or turn it into the police or a Verizon store if it was "found".

It is an extra phone from his employer because they upgraded. They are allowed to keep the old phone, in this case an iPhone 4. But it still has the person's passcode who used it. He doesn't know who actually used it before, so I'm stuck with this passcode screen.
