Stuck on e911 to connect cellular to apple watch

I’ve been trying for days and spoke to numerous agents about this issue.  I cannot bypass the e911 address.  Mine says its active and the address is correct and once I press save and ok, it goes back to add a cellular plan.  How do I add my cellular plan to work on my Apple Watch.  In MyVerizon it shows my Apple Watch connected and number shared to my phone but I can’t get the plan onto my watch.  I’ve even exchanged my watch because one agent says the watch was defective but NOT its Verizon that is defective.  Looking at all the treads from months and months ago, its been an ongoing issue.  How is it the largest and most reliable network cannot resolve this issue?
