TRANSFER PIN!!!!!!!

I need a transfer pin. We tried to get my daughter a transfer pin yesterday and it kept giving us an error and now it says we’ve tried too many times. How do we get this pin!?!? We never were giving a number just an error message. She really needs this. We are getting no where.
