Trying to restore iPhone in restore mode

My iPhone 4 keeps shutting itself off and restarting lately. Now I am unable to get it passed the apple and it thinking to restart the phone. I have tried to use the restore mode with iTunes and holding the Home button on the iPhone and I recieve a 3194 error. Does anyone have any suggestions?
