Unable to transfer phone number

I just received my new phone, I upgraded my existing line. From iphone 14 pro max to iphone 15 pro max. I followed the instructions and prompts, everything else transferred over but not cellular, every time I try it pops up that it's unable to. Both phones are on the same wifi, updated software version, etc. I've tried restarting, following ideas found on google, etc. Nothing is working. I'm unable to do the manual activation method as now neither device shows up on my account on that page. Verizon says I have a "pending order" on some pages and the settings on the new phone says "sim locked" if either of those things matter. Both phones now say sos, no service.
