Unlock iPhone from October 2011

Got my iPhone 4s from a friend who bought it way back in October 2011.

I contacted apple and they said it should be out of contract by now, so Verizon

should unlock it from their end.

Verizon live chat doesn't work at the moment and nobody answers the phone.

What do I do next??
