Unsuspend International Service

My daughter is doing a study abroad in Italy and had her iPhone stolen.  We had the international plan on her phone and suspended the line immediately.  She then purchased a new iPhone and we had a local Verizon store (in US) set up a SIM card for her phone.  Mailed the SIM card to her and have been trying to set it up in the new device but can't get service.  The Verizon website takes us through all the steps and we get a "confirmation" of connection but she never gets service.

We've been trying to get help on the International line but because of time differences and schedules we've had trouble.

Any thoughts on what we might be doing wrong?

Hello there. We know it's important to have a working device. A device needs to be in the United States for it to complete the activation. This is due to the device needing to connect to the Verizon Wireless towers.
