Verizon Refuses to Unlock iPhone 11

This device was purchased used from a dealer that was not Verizon. The device is paid off, was used on my account for at least 6 months, and Verizon refuses to unlock it. Verizon would be fine allowing me to use it if I pay for Verizon service, but not if I use it on another carrier claiming that this policy somehow prevents fraud.

Yes, I've heard of this happening to others who bought a Verizon phone from somewhere else not Verizon.  Your only recourse is to try filing a complaint with the FCC and have plenty of evidence proving you are the rightful owner of the phone in order to get a SIM lock appeal to be successful.  As often as I've heard of this issue happening with 3rd party purchased phones, makes me wonder why Verizon doesn't just change their device unlocking policy to say no 3rd party phones can be guaranteed to unlock.
