When receiving a call, the call rings through. However if unanswered, rather then going to voicemail like it should, the caller receives the recording "The call can not be completed, please check the number and try again."
Any solution to this so the call goes to voicemail properly?

Let's start with some basics. It sounds like a type of call forwarding called No Answer / Busy Transfer is on. Here's how to check on the My Verizon website:

Alternatively turning off call forwarding can be done by calling *73
