I have placed time restrictions on my son's phone, however, he claims he can use the phone during those restricted times, texting, data (Instagram), etc. How can this be?

The time restrictions won't prevent wifi usage including iMessages.

Are you using Verizon's usage controls or parental controls or what ever they call it now?
Personally outside of blocking numbers and text messages and usage alerts I think it may not work all the time.
Maybe read the FAQ's and see if what you are trying to do actually can be done.
Iphones for the most part don't follow the same rules when it comes to external apps or programs not approved by Apple.
