VERIZON WIRELESS ADMIN CHARGE FOR "VOICE-CAPABLE DEVICES" WILL INCREASE. AREN'T ALL CELL PHONE "VOICE-CAPABLE DEVICES"????? IS THIS VERIZON'S WAY OF SAYING IT'S INCREASING ADMIN CHARGES????

It's directly saying that the charges will increase for voice-capable devices.
Therefore, the admin charge for non-voice capable devices supported by Verizon Wireless are not increasing.

Yes, however cell phones are not the only type of devices which can be active on Verizon's network. Tablets and Hum devices are examples of devices which are NOT "VOICE-CAPABLE".
