I pay for cellular service for  my mothers apple watch 8, shouldn't I be able to call the watch cell number itself instead of just her phone cell number?

Great question, parkerreb. Depending on whether the smartwatch was set up with Number Share or as a standalone line, the number you dial may be different. If the watch was set up using Number Share, then the device will share the cell phone mobile number: https://www.verizon.com/support/numbershare-faqs/ We hope this helps.
