iOS 16 Stuck in setup on SOS Screen - HELP

I have been stuck for 2 days on the SOS screen trying to set up my new iOS 16 phone. Neither of my phones can call out. The old phone was transferred to the new phone and the new phone is stuck on SOS. I can receive calls but I do not recognize numbers (my contacts have evidently not been imported). I don't know if any of my data has been imported. HELP!

Do you mean an iPhone 16? I've heard of eSIM only phones having issues with activation sometimes where someone in tech support needs to manually push through the activation.
