iPad $10 Sevice Scam

When and why did Verizon decide the need to charge $120 a year for a tablet if it was being used or not?  The old policy let you pay $10 a month in the months you used the service.  I happily paid $10 for a month when I was traveling.  But now that is no longer an option...why?
