I’m trying to preorder a new iPhone for the first time ever. I currently have an iPhone 8 that’s fully paid off and was purchased from Apple directly. Verizon is trying to charge me $40 for an “upgrade fee” even though I’m just buying and not trading in my device, which essentially translates to me paying Verizon a “penalty” for buying a new iPhone. Am I understanding this correctly.. Is Verizon charging me $40 in order to buy a new iPhone through them??
Personally if you're paying for the device, just buy it from apple and swap your iPhone 8 sim into the iPhone 11. "Upgrade" fees are kinda stupid in my opinion. You could ask them to waive it maybe if you go to the Verizon store or call in.

Waiving isn't a thing. A waive happens in the order itself, a credit is what you're referring to. Stores aren't supposed to push customers on care because 1) it's a valid charge (all carriers do this) 2) it's not allowed and 3) doing so takes up the spot in an already busy call queue.
If someone wants not to deal with a $40 charge, either do it yourself online to get the charge for half off or buy the device at retail.
If you ran a business that had 156 million customers, would you give away $40 x 156 million vs investing that in the network? No. That would be bad business practice.
