iPhone 12 with international plan not working in Mexico

I have a corporate managed iPhone 12 with the "Medium + international add-on" plan and it is currently not working in Mexico. I have checked with my program admin and she confirms that I have the right plan assigned. I have reset my network settings, turned the phone off multiple times for as long as 30 minutes, tried to manually select a network such as TELCEL and still cannot get a cellular signal.
