iPhone 13 Mini and messages not recognizing MMS

I am unable to attach photos using Messages, not iMessage, yet I have double checked that MMS is turned on. Have restarted phone after change, turned off and back on, but always fails to attach photo and/or send message. Looked at discussions, YouTubes etc but my new iPhone Mini will not allow photo attachments outside of iPhone user. Works if I am communicating with another Apple user. Any suggestions? Thanks,
