Daughter phone won't turn on she plugs. It in her charger and the battery lite turns on but it won't turn on

I would be concerned too if my phone wasn’t powering on anymore. When did this first happen? Has there been any changes or damage to the phone recently? What happens when you press and hold the power and home button for 15 seconds while the device is plugged in?
