iPhone spontaneously factory reset and now don't have cellular data

I woke up this morning to my phone appearing to have factory reset. I re-activated via an iCloud back up, but can't re-activate my cellular data on the device. I'm prompted with the option to "transfer from nearby iPhone" or "use QR Code". I reached out to apple, without success. But I can't reach out to Verizon because I'm not able to make a phone call and when I try to online message or log into my account, it requires a verification code sent to my cell number, that I cannot access because I can't get the cellular data on my phone. I cannot go to into a store. Please help!!
