iphone cannot send messages to andriods (SMS)

At first this issue was intermittent but now I cannot successfully send anything to an android/non-iPhone user (SMS). It just tells me "! not delivered" every time. It does not matter if I am over WIFI or have full bars of service.
I have double checked to make sure that the service is not toggled off in the my Verizon app (toggled it on and off just to make sure). I have turned my phone off an on and it is still not working.
I use my phone for work and need to be able to send messages. Please help!

chance_encounters (catchy user name BTW), If you are experiencing issues sending and receiving messages on your iPhone and Android, please try the steps below:
- Log in to your Verizon account
- Scroll down to Devices, and click the applicable mobile number
- Scroll down to Settings & Preferences
- Select "Block specific services"
- Select the applicable mobile number
- Click the plus sign (+) next to "Block services"
- Click the plus sign (+) next to "Messaging" Toggle radio button next to "Block Picture and Video Messaging" ON
- The radio button will turn green (On)
- Wait for green banner to appear stating "We have successfully saved settings for Block Picture and Video Messaging"
- Toggle radio button next to "Block Picture and Video Messaging" OFF
- The radio button will turn white (Off)
- Wait for green banner to appear stating "We have successfully saved settings for Block Picture and Video Messaging"
- Select sign out at the top right of the screen
- A device restart is recommended for changes to take effect

Thank you for your response. Please see my original message. I have already tried the toggle option. I did my due diligence and searched the issue first. This option did not fix anything and I even tried restarting my phone after this.

I'm sure you already checked your settings and made sure SMS is enabled. Have you tried contacting Apple Support indicating you've tried the usual fixes and none of them are working?
I'm not a Verizon employee, just another customer trying to help.

I did but they told me to go through my provider first. The next step is a master reset on my phone. I am not looking forward to that as I hate having to reset all my preferences again. This will be the 3rd time I have to do this to my phone and the last two times it did not fix the issue.

Wow. Factory resets can be destructive and if you already did that twice, makes me wonder if something got corrupted with the software when things were being erased. Have you tried completely disabling iMessages and making sure SMS and MMS are enabled? This forces your iPhone to text in Android format only. We certainly want to assist with you text messaging concerns. Thank you for trying the steps within the My Verizon App. Can you confirm for us from Settings>Messages that the option for "Send as SMS" is showing turned on for your device?

I see one of our awesome community members is providing some great info but just to clarify, completing a factory data reset isn't destructive to any device as it is a great way to 'clean' the software. I’m having this issue too - did you ever find a resolution?
I’ve tried all the same steps and can still only send iMessages; all SMS messages bounce back as not delivered.

I'm glad you were able to try all of those steps, and I am sorry to learn that did not resolve your issue, emkathol. I am here to help. When did this issue first start happening? What, if anything, changed with your device/service/etc. before this issue started?
