why my iphone4s is lock

My iphone4s is Full Retail Price .I had to pay $ 649.99.I am  in China now.it can not used in any other countries and wireless carriers.why?

I had to pay $ 649.99.I am not a Verizon Wireless customer.Never used Verizon Wireless contract.

I do not speak English.so I can not contact customer service in English.

How do I unlock it?

If your not a Verizon customer why not buy a gsm phone like atat. Full retail isent so it comes unlocked you have to be a Verizon customer 60days. On apple site it said only atat has the unlocked phone with purchase and you have to get official unlock version.

From your earlier posts, it sounds like you do not qualify for the SIM unlock for a Verizon Wireless device.
