Settings > iCloud > Backup - Do you have iCloud Backup toggled on? Also, keep in mind you have to be connected to Wi-Fi for the device to backup. Also, under Settings > iCloud make sure you go under Photos and have that toggled on based upon what your looking to accomplish. e.g. iCloud Photo Library toggled on etc.
