She is 14 and we would like her to have a phone so she can call either one of us or we can call her if need be. No other phone calls in our out but ours. No text (incoming or outgoing), no data.
Andy advise would be greatly appreciated.

You can get certain LG devices (like the cosmos 3) that can be locked down through the settings in the phone. Essentially you will put your and your wife's names and phone numbers into the contact list and go into the settings and choose restrictions. setup a security code and choose "call restrictions" choose "contacts only' in "messaging" choose " block all." She will still be able to call 911 if needed but nobody else will be able to call into that phone and nobody can message the device with the security restrictions in place. I'm only aware of basic lg phones having that restrictions ability. Otherwise Verizon offers a usage controls feature to restrict the line. Data block is a free feature added by Customer service.

The only issue with locking down the device is that she can possibly guess the security code you setup.

Having a phone for your daughter for emergency calls is an awesome way to keep in contact with her JayT_B. The information provided by the community is great. With phones today, we no longer have the phones that only allow certain calls but we do have usage controls that help you regulate the amount of data and or call limitations. You can also purchase a basic phone that doesn't allow the type of data a smartphone has. Here is a list of basic phones http://www.verizonwireless.com/b2c/device/cell-phone . Thank you all for replying. If we only wanted to allow 30 minutes of voice usage in a thirty day period, is that possible? How low can one go limiting voice usage? From what I understand we can set it for no texting or data usage. Is this correct?

Great questions. Verizon Family Base can be utilized to limit usage as you deem necessary http://vz.to/18Zdpvv . And that includes with minutes. Also, yes, you can disable texting an data usage without an issue.
