How to DL an app on Alcatel Go Flip V?

We can use data on WIFI but I can't find an App Store on this new Alcatel Go Flip V phone.  We just need the eDispatches App to get fire department pages.

The user manual doesn't mention about downloading apps.  If you read the reviews this phone does not have an app store, just the built in apps that come on the phone it seems.  The app you need is in the Google store which you need a smart phone to download.  This phone is not a smart phone with the google app store.  There is no other app store for Android that I  know of.

The Alcatel Go Flip V does not have the ability to download apps, as it uses the data connection for browsing, and software updates. *Alfredo

If the device does not have the Google Play store, the device can not download third party applications.*Taylor
