I get "Unable to retrieve catalog." when trying to get new app

When I go to Tools on the Go and choose Get New APP I get the message "Unable to retrieve catalog. Please try again later. (3332)".  I have tried a number of times over the past week and keep getting this message.  I have a Samsung SCH U-740 phone,  I want to download Backup Assistant to my phone.

Is there anything I can do to correct this problem?

Getting Backup Assistant for your device is a must, JOHPOR5. We wouldn’t want you to lose any contacts or pictures on your device. Let’s get this working. When did this issue start happening? Have you been able to access the application before on this phone through Tools on the Go?
