I am additional line holder on this account.  Lately I have been experiencing a black screen and tried turning it off and on but nothing seems to work. I would like to know if I could simply get a replacement phone?

the env touch is no longer carried, and based on how old it is, i suspect you are past the warranty. if you have insurance on that line, you could get a comparable device. however, if you are not due for an upgrade, or don't want to use the upgrade (if available), then i would just buy one on ebay. they're pretty cheap.
