I have the above phone for emergency purposes only and am spending $45 months for very little usage (this month I have zero usage with 10 days left in the period). What other plans are available to me that don't require a device change? I don't need it for text, internet or anything other than the rare phone call.

You might be better off with a trac phone. I got my elderly Mom a basic one for $40 and it came with 1,500 minutes for the year plus triple minutes for life. She is 85 and has me drop her at Walmart a few hours every week to browse so this way in case of anything she can call me. Mary
