The Pantech HotShot is also a touch-screen phone that requires no data plan.  But be aware, although it looks like a Smartphone it is not one, and you cannot easily put things like wallpapers, games,  or ringtones on it.

 

I have one of these and it suits me well because I only use a phone for talking.

I'm looking at a Samsung Reality SCH-U820 that looks pretty good.  I don't think it needs a data plan.

You are correct it does not need a data plan. You can get them new at Target or some Walmart for $20-$30. They are called the SCH-u370(or Updated Reality by Walmart), but they are the exact same phone.
