Wifi exists. Some phones also have worse internal antenna than others.

Even flip phones have a browser, texting and email these days.  I would be surprised if you find a cell phone anywhere with no internet capabilities.  80yr old church friend dropped her very old verizon flip phone.  She is on her son's plan and he got her a new one and it has 4g, she just doesn't use any of that and only uses the calling.  I would search and see what tracphone and such have like the lively flip phone from Jitterbug.

There are extremely few. I believe the light phone which is Verizon compatible does not have an Internet browser. There are also still some bar phones that are available but also do not have any email or browser access.  You will not find anything sold by any carrier that meets this requirement, you will have to go outside and do some shopping.
