Frustrated with billing department

I have been trying to talk to someone concerning my bill. I call and I explain the situation and it seems like no one is either listening to me or not understanding me. I ask for a supervisor and I am told one will call me back but one never does.
What is my next option? I’m getting no where with 800-VERIZON
