Mobile + Home Discount Rewards Not Working

I have spent the last 4 hours talking to agents and chatting through the app about the mobile + home discount reward sign-up.  Unfortunately, it is not working, and no one has been able to help me.  The error message "mobile + home Discount savings may be affected after pending account changes are made" keeps appearing, but it doesn't do anything after that.  This is extremely frustrating, and it doesn't make a good impression as a first-time wireless customer.  Can anyone help with this?  I'm truly exasperated at this point.
