Talking to a Manager at Verizon

Is there a secret to getting Verizon management to respond to inquiries about billing issues? I keep getting the run-around from the reps I've spoken with. They will get back to me, but they don't. And now their Philadelphia Customer Service Voicemail Box is full, so I can't even leave a message. Can anyone provide some guidance for talking with a manager?
