$135 in setup fees for phones that were not set up?

I just bought 3 new phones with the current promotion and picked them up at the nearest store. Two of the phones are still in their boxes, unopened, and the third I set up at home for myself.
The salesman took over 4 hours to scan the barcode on the box and do what he needed to run the sale through their system. and then cornered me at checkout with $45 fees for โSetupโ on each phone. He told me that it was non-negotiable and that he didnโt have the authority to remove them, so I had to pay. They are listed on the bill as โNON-REFUNDABLEโ to intimidate people into just swallowing this bitter pill.
There was a large placemat on the counter explaining all the things that would be included in their setup service, including transferring data and photos, setting up your accounts, etc. and this makes it clear exactly what the service is and that I did not receive - nor did I need it
I understand that I will be paying another $30 per line for an โactivation feeโ on my next bill, but this surprise $135 that I was railroaded into is unacceptable.
