Account Error and Unauthorized Charge on Verizon Installment Plan

I purchased two phones on 36-month installment plans last year. However, I’ve only been receiving installment bills for one of them. Later, I received a bill charging me for the full price of the second phone, but it was linked to an account number I don’t recognize.
I’ve called customer service multiple times, but the issue has never been resolved. The account was eventually sent to collections, and after I disputed it, it was returned to Verizon.
I’d like to know if this issue can be resolved directly through Verizon, or if I should escalate it to Consumer Protection Bureau?
