Another issue redeeming gift cards - tried multiple ways

Like many others, I am unable to redeem the two gift cards I received when I signed up for Fios. I have tried both on the web site and the app, on a computer and on my phone. This feels very scammish. Why is it so difficult to redeem gift cards?
