Being charged for new boxes plus old disconnected ones

My Fios service needed to be upgraded including the set top boxes.  They installed new boxes and the technician said he couldn't take the old set top boxes back himself.  He said they would send me boxes large enough to return the old equipment.  I held the old disconnected equipment while I waited for the boxes.  They never came.  Didn't notice it at first but Verizon immediately started charging me for the new boxes plus the old disconnected ones.  I only found this going through my bill and had to find another way to return the equipment.    I contacted  Verizon and they said said its not their problem and their policy is no refund for the double billing.  If I hadn't found this on my bill they would still be charging me an extra $30 a month for outdated unused equipment.    Nice way Verizon to profit from their own error.  Or was it?
