Being charged for returned modem

I had requested a replacement router for my Verizon 5G home internet. I recevied the router, but when I received it my existing Verizon router was working fine , so I put the return label on the box and returned the new one. 

Here we are months later and I've been turned over to some collection agency regarding this. Despite the fact I called Verizon 3 weeks ago, provided them with the tracking number and POD, which they confirmed they could see online. They also advised me the charges would be removed..

Everytime I call I get passed between sales, biling and internet, and now I can't get anyone to help, all I get is transfered back and forth to different departments.
