Bill amount higher than it should, no help from Verizon

Hi

I transferred from ATT to Verizon in Nov-2022. Three lines (5G DoMore) , three new phones with trade-ins.  I returned trade-in phone within 14 days.  Their IMEI show up in my online account. I also have Verizon Fios. 

The first month bill  $544, next month $200, month after $212, latest bill $430. No change in usage whatsoever. 

I did lengthy conversations with Verizon representative for these charges over phone and over chat via web for several hours multiple time.  As per them, the reason for high bill is I am not getting credit for one out of three trade-in phone, though IMEI number show up in my account. When I asked them why, they said I should contact Verizon store from where I bought this bundle. Upon talking to Verizon store, they said they will do something. God knows what they did but as result of what ever they did  my recent bill came as $430. I have left message to the store twice but so far no progress.  My monthly bill should be $180, and that was promised when I entered Verizon store to buy this bundle. 

Has anyone faced this situation? Is there any government authority that can help me for my situation?
