Billing - Dispute ETF Changes

Dear Billing Representative,

I am writing in regards to a bill I have received stating I owe $180 for an early disconnection charge.  However, when I called customer service, to cancel, I was told the fee could be waved since I was moving out of the country where Verizon was not an option.  In addition, when I dropped off the equipment to the service center, I was told there was a $0 balance on the account and nothing would be owed.  Can you please help as this is the first time I am hearing about there being a balance and have now been sent to a collection agency.
